Belco was officially established in 2010 by two former Columbia County Sheriff Officers, Tony Belay and Ben Colrud. Together they have a combined 41 years of service in law enforcement. The two came up with the business idea while still serving. Tony & Ben proposed they could build squad cars more efficiently and user friendly using their experience from working on the force. After retiring from the police force they decided to pursue the idea. They began Belco out of Tony's garage with just the two of them. Semitrailer trucks play a vital role in the U.S. economy and transportation system, but longer, heavier trucks endanger motorists, weaken our roads and bridges, and cost taxpayers billions of dollars every year in highway subsidies. To enhance critical incident preparedness and management efforts of Wisconsin law enforcement agencies, the Wisconsin Chiefs of Police Association (WCPA) has partnered with Critical Response Group providers of Collaborative Response Graphics® (CRGs®). CRGs® were born from lessons learned by the US Special Operations community overseas. Like domestic first responders, US Special Operators face the challenge of communicating about unfamiliar locations while under stress. To solve this problem, they developed a visual communication tool, called a Gridded Reference Graphic, that combines a gridded overlay with high-resolution overhead imagery so that operators can communicate about unfamiliar locations off a single sheet of paper.Critical Response Group adapted this communication technique to solve similar problems encountered during domestic crisis response. Almost two decades of After-Action Reports in the post-Columbine era point out that unfamiliarity with locations and an inability to communicate locations inhibited response times, closing on active assailants and evacuating casualties. The mission of the Regional Information Sharing Systems (RISS) Program is to assist local, state, federal, and tribal criminal justice partners by providing adaptive solutions and services that facilitate information sharing, support criminal investigations, and promote officer safety. RISS has been supporting the law enforcement and criminal justice communities for 48 years.
RISS is composed of six regional centers and the RISS Technology Support Center (RTSC). RISS works regionally and on a nationwide basis to respond to the unique crime problems of each region while strengthening the country’s information sharing environment. More than 9,600 local, state, federal, and tribal law enforcement and public safety agencies are members of RISS. RISS is used and trusted by hundreds of thousands of law enforcement officers and criminal justice professionals in all 50 states, the District of Columbia, U.S. territories, England, New Zealand, and parts of Canada.
RISS offers secure information sharing and communications capabilities, critical analytical and investigative support services, and event deconfliction to enhance officer safety. RISS supports efforts against organized and violent crime, gang activity, drug activity, terrorism and violent extremism, human trafficking, identity theft, cybercrime, and other regional priorities.
Congress appropriates funds each year for RISS. The Bureau of Justice Assistance (BJA), Office of Justice Programs (OJP), U.S. Department of Justice, administers the RISS Program. BJA provides funding oversight and program management for the RISS Program. Although RISS is congressionally funded, it is locally managed. RISS also partners with other entities on projects that help support and further the RISS mission.
The RISS Centers operate their intelligence system under the Criminal Intelligence Systems Operating Policies (28 Code of Federal Regulations [CFR] Part 23). All RISS member agencies have agreed to comply with the requirements of 28 CFR Part 23 with respect to any criminal information they submit into an applicable RISS Criminal Intelligence Database (RISSIntel). RISS has adopted a comprehensive privacy policy to protect individual privacy, civil rights, civil liberties, and other protected interests.
RISS also developed the RISS Adaptive Strategy, which defines RISS’s mission, vision, values, and primary goals and objectives.

When Mr. Wyrick retired in 1988, a group of close associates purchased the National Directory database and formed the National Public Safety Information Bureau (NPSIB). Today, The Bureau publishes several national public safety publications that each fill a unique information need for public safety professionals - local, state and federal. This information and data is delivered to customers in a variety of formats including: print directories, custom labels and online databases.

National Testing Network (NTN) is leading the effort to provide continuous testing opportunities for public sector jobs across the country. Edward W. Napleton, opened his first automotive business in 1931 on Chicago's South Side. With a $700 loan, a strong work ethic and a belief in common courtesy, he opened the Napleton Buick Service Station. Francis Napleton, Edward's son, was by his side to help foster the growth of the young business in its early years.
Napleton's first dealership was a DeSoto franchise, and when that brand was discontinued with little warning, Napleton quickly aligned itself with another Chrysler nameplate, Plymouth, eventually being awarded several additional franchises. Tomahawk’s founders, Keith “Wally” Walawender and Mike Biller, first met in 2007 while serving on the same team at Naval Special Warfare Development Group (NSWDG). They worked side-by-side for the next eight years, building a deep bond of friendship and camaraderie as they navigated deployments, not only in Iraq and Afghanistan, but throughout the world. In 2014, Wally medically retired after suffering serious injuries from a helicopter crash. Biller’s injuries forced him to retire shortly after, in 2015. As they discussed their future, Mike and Wally deliberated about how to utilize their skills and experience in a way that would continue their service to their country and their communities. Tomahawk Strategic Solutions was born shortly thereafter. Wally and Biller built Tomahawk on their shared values and principles, with the goal of creating a more secure future, one community and organization at a time. They chose the name Tomahawk to pay tribute to the command they served in, and the colors of the feathers honor the other men and women who dedicated—and sometimes sacrificed—their lives to their country in service to NSWDG.

In 2012, our founders experienced first-hand the shortcomings of enterprise video security. Crime Stoppers is a non-profit organization operated by a volunteer community board of directors. Crime Stoppers encourages the reporting of information or leads which can assist law enforcement with solving crimes. Its goal is to help in the fight against crime but it is not part of the local police or sheriff's department. Generally a law enforcement coordinator participates as an advisor to the board but is a non-voting member. The citizen's board is responsible for operations of the program, fund raising, public relations, and approval of rewards.
Crime Stoppers has been very effective in Wisconsin communities. Since 1990 the local Wisconsin Crime Stoppers organizations have accounted for 7,435 arrests solving 7,945 outstanding cases, recovered $2.6 million in stolen property and confiscated $5.3 million in narcotics. $732,000 in rewards was paid to individuals providing information anonymously to solve those cases.

Zimmerman Architectural Studios is one of the oldest and most successful architectural firms in Wisconsin.
