To enhance critical incident preparedness and management efforts of Wisconsin law enforcement agencies, the Wisconsin Chiefs of Police Association (WCPA) has partnered with Critical Response Group providers of Collaborative Response Graphics® (CRGs®). CRGs® were born from lessons learned by the US Special Operations community overseas. Like domestic first responders, US Special Operators face the challenge of communicating about unfamiliar locations while under stress. To solve this problem, they developed a visual communication tool, called a Gridded Reference Graphic, that combines a gridded overlay with high-resolution overhead imagery so that operators can communicate about unfamiliar locations off a single sheet of paper.Critical Response Group adapted this communication technique to solve similar problems encountered during domestic crisis response. When an emergency occurs at a facility, hundreds of public safety professionals may respond, the majority of which will have little familiarity with the site. Almost two decades of After-Action Reports in the post-Columbine era point out that unfamiliarity with locations and an inability to communicate locations inhibited response times, closing on active assailants and evacuating casualties. The mission of the Regional Information Sharing Systems (RISS) Program is to assist local, state, federal, and tribal criminal justice partners by providing adaptive solutions and services that facilitate information sharing, support criminal investigations, and promote officer safety. RISS has been supporting the law enforcement and criminal justice communities for 48 years.
RISS is composed of six regional centers and the RISS Technology Support Center (RTSC). RISS works regionally and on a nationwide basis to respond to the unique crime problems of each region while strengthening the country’s information sharing environment. More than 9,600 local, state, federal, and tribal law enforcement and public safety agencies are members of RISS. RISS is used and trusted by hundreds of thousands of law enforcement officers and criminal justice professionals in all 50 states, the District of Columbia, U.S. territories, England, New Zealand, and parts of Canada.
RISS offers secure information sharing and communications capabilities, critical analytical and investigative support services, and event deconfliction to enhance officer safety. Congress appropriates funds each year for RISS. The Bureau of Justice Assistance (BJA), Office of Justice Programs (OJP), U.S. Department of Justice, administers the RISS Program. BJA provides funding oversight and program management for the RISS Program. Although RISS is congressionally funded, it is locally managed. RISS also partners with other entities on projects that help support and further the RISS mission.
The RISS Centers operate their intelligence system under the Criminal Intelligence Systems Operating Policies (28 Code of Federal Regulations [CFR] Part 23). All RISS member agencies have agreed to comply with the requirements of 28 CFR Part 23 with respect to any criminal information they submit into an applicable RISS Criminal Intelligence Database (RISSIntel). RISS has adopted a comprehensive privacy policy to protect individual privacy, civil rights, civil liberties, and other protected interests.
RISS also developed the RISS Adaptive Strategy, which defines RISS’s mission, vision, values, and primary goals and objectives.

The story of Tactical R/C began when our founder, Shawn Mahaney, himself a police officer in Minnesota, faced a scenario all too common in law enforcement today. Shawn and his partners were dispatched to the report of an apartment door that appeared to have been kicked in. The first officers arrived to find the door had indeed been kicked in and their announcements in to the apartment were going unanswered. A police K9 was requested but with officers unable to contact and confirm the whereabouts of the tenant the K9 was not able to deploy out of concern an innocent person was still inside the apartment and at risk of being inadvertently bitten. Shawn, believing that no officer should be unnecessarily forced to risk their lives simply because the technology that could keep them safe was not affordable, set out to find a solution. Shawn began testing prototypes of the idea during his SWAT team trainings and discovered its effectiveness and versatility. In the spring of 2020 Shawn partnered with Josh Dean (Chief Technical Officer), experienced in computer technology, robotics, and remote controlled vehicles, and Josh Otis (Chief Customer Officer), experienced in marketing and sales. Since then they have developed and tested the vehicle in training and real life scenarios, and ultimately created the ‘4Sight’, Tactical R/C’s first remote visualization vehicle.

Crime Stoppers is a non-profit organization operated by a volunteer community board of directors. Crime Stoppers encourages the reporting of information or leads which can assist law enforcement with solving crimes. Its goal is to help in the fight against crime but it is not part of the local police or sheriff's department. Generally a law enforcement coordinator participates as an advisor to the board but is a non-voting member. The citizen's board is responsible for operations of the program, fund raising, public relations, and approval of rewards.
Crime Stoppers has been very effective in Wisconsin communities. Since 1990 the local Wisconsin Crime Stoppers organizations have accounted for 7,435 arrests solving 7,945 outstanding cases, recovered $2.6 million in stolen property and confiscated $5.3 million in narcotics. $732,000 in rewards was paid to individuals providing information anonymously to solve those cases.
